I'm familiar with the 25 year rule. But, years ago, there was a lengthly
checklist of things to meet or modify and you would be allowed to bring
a single unit of any car into the states. Was that old rule eliminated
when the 25 year rule became law ?

There was a kind of a Canadian loophole for this as Canada had the same thing
but it was 15 years instead of 25. So if you could get it into Canada at 15
years old, thenif people didn't look too closely, you could re-import it into
the US as a Canadian vehicle. B.C used to put on their own VIN over the
manufacturers VIN so you could use this.
Of course it all depended on not asking too many questions or volunteering too
much information.
The whole "US requirements" is more of a personal fiefdom thing than actual
safety requirements. You could literally import a car over 25 years old without safety
belts, but not be allowedto import a car from France with airbags that was 24 years old.
I think the auto manufacturers actually like controlling the market this way anyway
instead of having a global standard.

In general terms, unless the vehicle has documentation that it fully complies
with all US requirements, it is only possible to legally import it and get it
on the road in the USA if it is at least 25 years old.

If anyone figures out how to import an EV, please let me know. That is,
without extrodinary costs, just relatively simple changes like speedo and
mirrors. So many more choices if one can import. Yeah, there's parts, but I
might be willing to risk that. I think the know-how to make repairs might be a
bigger problem.

Where can I buy a Zoe in the US - or import? That sounds like a great EV!
Renault hasn't had US dealers since 1983, unless you count the Renault-
licensed AMC Alliance and Encore, which AMC dealers sold until '87. So Zoes
have never been offered in the US, and never will be, unfortunately.
If you were really determined, it might be possible to direct-import one.
Gettting repair parts would be interesting.
Or you could move to the EU and have a much wider choice of EVs, including
affordable small ones.
The Citroen EC3 is already on sale at around 23k euros (about $25k), or
about $20k after the French eco subsidy. The subsidy differs in other EU
nations.

More EVs in the same price range are on the way from other EU manufacturers.
No doubt from China too. However the French subsidy doesn't apply to
Chinese EVs, because it's linked to the vehicle's production carbon
emissions.
