Perhaps the coal sectors in those countries are not subsidized, but they are 
dumping very significant costs onto the commons in those countries -- to cite 
one shocking statistic as an example -- fully one quarter of China's fresh 
water resources has become so polluted that it can no longer be used even for 
industrial purposes. This is a serious degradation of the natural stock of 
capital that while not in this case just ascribable to the coal sector is an 
example of what happens when the cost of externalities is ignored in the 
interest of making a profit.
