Sure, but that's because they were organized around certain technologies and products - not because the government granted them incorporation. Suppose there was no such thing as "incorporation". There would still be large, somewhat autonomous self-serving organizations. There would just be fewer because they would have to be funded by investors willing to accept liability for the organization.
