Why not? I have never heard a pebble saying a stupidity, nor mocking another pebble.

Of course pebbles are not quite competent.
They still handle well finding short path to equilibrium, and they round themselves up very well to appreciate comfortably the river bottom that they occupy.

yes, intelligence, is private, like consciousness, but in practice, with individual close to you, you can have some idea.

It might be that intelligence and consciousness are the same, or implies each other. I doubt this, but the two are very close anyway.

It is hard to judge "purposefulness" from outside, and "ineffective" depends on the goal.

It is normal than high level attributes, like consciousness, purposefulness, free-will, intelligence, etc. are hard to attribute to bodies, even to the person behind, when we are lucky to intuit it. In fact there is already no algorithm to decide if an arbitrary program computes factorial, or not.
