No, I'm using "reporting" in the common sense that the rover sent a
message in Engligsh, "My battery is low". That's a perception by the
rover, just as "I see an apple." is a report of an perception.
'Reporting' in this sense is the more or less straightforward
'reading' by you of some state, in this case of charge. It has no
semantic content independent of that fact, any more than my 'looking
hungry'.
And "seeing an apple" is different how (aside from the fact there aren't
apples on Mars)?
