That is right, but the theory predicts that they are indirectly playing an
important role without which QM explains nothing.
But this is quite different from classical theories, that for example
the dark side of the Moon exists. In that case the theory also predicts
that it is possible to go to the dark side of the Moon. A theory that
predicts X but also that X is inaccessible and has no possible effect is
a theory that could discard X.
