Residuals = waste products; harmless for Thorium reactors, unlike waste products from Uranium and Plutonium reactors, and Thorium is fairly abundant in the Earth's crust. Andrew Yang mentioned Thorium reactors in the second democratic debate. If Biden is elected, he will hopefully become science advisor.
