This is wrong, IMAP does support separate part downloading.

But we only do it if its a big message (>5K), which is probably bigger
than many posts anyway.  So you get no bandwidth reduction, but you do
get an elapsed time reduction, because 1 request is faster than multiple
requsts over a high-latency modem link.  (I wish the imap developers had
to use my setup, I use pop myself, as it is much faster and i dont get
too many large attachments as a rule).
