I'm quite reluctant to change toolbar layout depending on the message. It will work for the inexpert user who consciously looks at the toolbar, but for many people clicking on an icon is a reflex action and muscle memory of where the icon is plays a large part. Note that changing menu items or shortcuts is a different matter.
