If you want to filter on outgoing email then you have to create the filter before you send the email. You also have to ensure that the filter is created in the 'outgoing' filter chain. Also, as Patrick said, Ctrl-Y filters selected messages - if you don't have any messages selected, or the selected message doesn't match a filter, then nothing will happen.
