As written in the report, this issue is fixed in the code base, but not in a release (like 3.0.3) yet. To simplify it a bit: gtkhtml (the library that Evolution uses for this functionality) was still using GNOME 2's registry system named "gconf" while the setting was only available via GNOME 3's registry system "dconf".
