Users should not be encouraged to use unusable systems or lose data.
A minority of folks are technically interested, but I'd call them
developers. As I don't expect my car manual to explain how engineers can
(dis)assemble a car I wouldn't want the user documentation to explain
developers' stuff either.
For getting help there is the page "How to get help" in the new docs.

I don't as it will need constant updating and enough volunteers to keep
the different distros up-to-date. History tells that this is unlikely to
happen.
If I had to have a page addressed to developers I would just link to
http://live.gnome.org/Jhbuild and its subpages anyway.
