Yep.  You can drag-n-drop messages, or folders, around in the Evolution
client/interface.  Same as you'd organize messages in local folders.

In all likelihood that already exists.  POP and IMAP are means of
accessing a mailbox/account.  In almost all cases an ISP, mail provider,
etc... will provide both POP and IMAP access to your mail account.
