Sure, but POP doesn't give us any way to do that. I don't know exactly what might have changed to make things slower for you, but I'm guessing that it involves having fixed bugs for people with other POP servers or slightly different POP usage models from you. POP wasn't designed with "leave on server" in mind, so it's never going to work perfectly for everyone.
