Ok I thought I had this pegged earlier but am running into one problem. To have a sound for just one folder, just turn off the generic mail notification sound, and add a sound action to the filter that populates that folder.
What happens when that one folder is your Inbox? So I don't have a filter that populates it, what happens is that after every thing has been filtered by evolution on my inbox; from my mailing list subscriptions etc etc the mail that's left in my Inbox is the email I want the sound to be played on.
