If you're building from source, you can patch

 mail/mail-ops.c:prep_offline_do()

camel_disco_folder_prepare_for_offline(...)

The current search used is
 (match-all
  (or
   (not
    (system-flag "Seen"))
   (system-flag "Flagged")))

To match everything:
 (match-all)

etc.
