This thinking actually came from me looking through what was available.
I've found most project management tools in the OSS arena to be
web-based. Setting up projects in a web-based tool is painful. Also, I
found them to be way too complex.

The only one that comes close to what I'm looking for is MrProject - but
I've found it to be buggy and still too slow to work with. Ideally the
full-fledged project management should be handled through a rich client
like MrProject, but it should have publishing capabilities of project
data to a website and integration capabilities to Evolution.

If Evolution is my habitat of choice for collaboration (which it is)
then I want to do all of my mainstream collaboration through it or at
least in a way that's linked to it.

The simplest functionality I'd like to see in Evolution?

1) Being able to set a task dependant on another task
2) Being able to view the tasks in the Calendar like a Gannt chart

This simple functionality would help personal project management...
where MrProject could step in and provide more complex project
management for workgroups, integrating into Evolution to assign
dependant tasks in personal calendars.

The MrProject functionality would build on what's in Evo, and is
obviously a topic for discussion in another list.
