only after removing the filter and creating it again, did it start to
work as expected. Mind you some of these filters were made with
evolution 1.2

Sounds like it could be an importation issue.

I suspect the filter didn't get activated at all, vs it working wrong.

You might have a filters.xml~ backup file with the pre-fix version which might show the differences, that could debug it.
