Niggle: sendmail/qmail is the MTA, and invokes bin/mail or procmail as the MDA. What distribution? If Red Hat, just install the sendmail RPM. The default configuration will work fine in this case, as you're not receiving mail from off-machine with sendmail. You're getting it locally from fetchmail (which goes out and gets it for local delivery).
