Got more info from the developers of the application. The user does not really "receive" messages from the application. The way it works is that the app actually runs on the user's PC and composes invoices in HTML format. Then the application deposits the ready-to-send invoices into the user's Drafts folder. If the user's profile is set up to use PST as the delivery point, the messages are deposited into the Drafts folder on the PST, and the message bodies are empty. If the profile is set up to use the online Mailbox as the delivery point, the messages are deposited into the online Drafts folder and the user can see the message bodies.
