I am assuming that you are receiving NDR's to what ever account has been set up as the administrator account. The only reason these emails are being accepted is due to the NDR acknowledgement. As Andy alluded if you turn off the NDR for email addresses that could not in the IMS your sever will never process them. IMS>Internet Mail Tab>Click on notifications and it should be evident what you need to set.
The second reference was for a way to allow users that do not exist to fall into a black hole within exchange. This is most appropriate when a user who at one time existed within exchange but has since left the company and you would like to have any mail that exchange may be receiving months/years later simply disappear.
