I believe that what our neophyte friend here is referring to, is the build-up of NDR's in the "Outbound messages awaiting delivery" queue, not the deluge of NDR notifications that are forwarded to the the Administrator account.
Going into the setting you described will not keep your 5.5 IMS from processing NDRs...it will simply quit sending a notification of said NDR in the Administrator mailbox...it still attempts to process and NDR for each and every non-existant e-mail address. We recently had the same problem and fixed it via a new Linux mail relayer running Postfix. As Andy alluded if you turn off the NDR for email addresses that could not in the IMS your sever will never process them.
