I've seen this before. What I did that fixed it was to right-click the Public Folders object, select Connect to..., and try connecting to a different server. Don't really know why, though, except that System Manager might have been stuck on a weirded out public store.

I've worked around it by creating a new public folder and moving all items into that folder, but I can't tell what I've done wrong, and would appreciate someone pointing it out...
