I would say that those 1000 users should be light messaging users.  I would
not put 1000 heavy messaging users on such a server.  Grossly underpowered
in my experience.  I might consider it if you had a quad processor 400MHz
system with a couple of GB's of RAM.  I agree that putting half that number
would be more reasonable, but still only if they are light usage.  For heavy
usage - get more power.
