No.  The Exchweb directory should be Anonymous ONLY.  Perhaps you are
thinking of the Exchange or Public Virtual directories.  Those should
not have Anonymous checked at all, and should have Basic and possibly
Integrated.  If Basic is being used, then yes, SSL should also be used.
