MtaBindBack over RPC failure usually means that the other server can't
resolve the caller's name to an IP address. This could be a DNS or a WINS
problem.

Also I have seen a case when Windows NT servers have a difficult time
resolving the calling server's fully qualified domain name when the calling
server is a Windows 2000 server.

The 2000 server says "I am serverA.domain.com and my IP address is
xxx.xxx.xxx.xxx". The NT server uses NetBIOS and tries to find the
serverA.domain.com name in WINS but can't (because WINS only contains the
short NetBIOS names). The NT server says "screw you I don't know you" and
disconnects with the RPC BindBack error.

One way to solve that would be to make sure that the NT server can talk to a
DNS server so that it could resolve the fully qualified domain name of the
calling 2000 server.

Another way would be to use a HOSTS file on the NT server  and specify the
IP address and name of the 2000 server.

Below are the events that are occuring at the same time as the slowdowns
and lock out issues.    I have a feeling it's an external DNS issue in the
network properties.  I've just removed them from the box and flushed and
renewed the DNS.   So it's wait and see time.   Thanks again for your help
in this matter.
