Using the Login Servers that those programs use is the best way to Block them. Many of the IM's out there use a "Scanning" technique for port available to IM so blocking certain ports will not work.

The place I'm consulting right now blocks pretty much everything and you need to a username password to get out on TCP 80 (http). It's my understanding the best way to stop Yahoo Messenger is to block the hosts that it goes to.
