Go into Users and Computers, open the properties page for a user and go
the Exchange Advanced tab.  Click on Custom Attributes.  There are 15
"extendedAttributes" you can use there.  Edit the field and enter a
value.  In my case, I used "executive" since that is who the exception
was for.  I am sure there are more elegant ways to add this value to
multiple accounts but I only had a small number of people to do it for.

On your recipient policy, modify your filter to something like this:

(&(&(objectCategory=user)(msExchHomeServerName=*)(!extensionAttributeX=e
xecutive)))

Where the X is which attribute you used and replace "executive" with
whatever value you used.  Test it to ensure you have excluded the people
you wish.
