I've actually been experiencing the same problem with my Exchange 2003 environment. However I'm finding that this happens even if there is an MX message present. The mail eventually goes through, after hours of delay. But it has been quite a pain for me trying to figure out what is causing this. I have yet to see a common thread as to what could be causing this problem, as it's different domains on a random basis. The most recent example I have is gsionline.com.
