Oh, can ExMerge see the mailboxes on the restored server?

I just did a restore of an online backup to a recovery server, just as I
have in the past without problems. However this time, I don't have any
mailboxes in the Global Address List or under Recipients. I do have
mailboxes under Server\Private Information Store\Mailbox Resources. I've run
the isinteg -patch and eseutil /mh on the priv and pub.edb's and they were
good. So what have I done wrong?

Winnt 4.0 SP6
Exchange 5.5 SP4
