Public Folders Not Replicating

I'm in the middle of a migration and I'm having an issue with the public folders.  
Basically in each site we are replacing the servers with better servers.  So 
essentially we are moving everyone from one server to the other.  Fairly simple.  But 
I'm having an issue with public folders.  When I add replicas for all the public 
folders for the new server, it seems that it isn't replicating the public folder 
information to the new server.  When I look into the public folders properties (where 
it lists all the PF's in that store) it shows all the public folders but they have no 
items and the folders don't show how large the public folders are.  Basically I have 
zero's in the right columns.  
 
Any idea how to get my PF's replicating properly? 
 
**All E2K SP3/W2K SP4 servers in native mode**
