I had a similar problem in my test lab with one PF, the largest one in the
org (about 150K/5K items). Nothing I did would make the content replicate.
All the other PFs were fine. Any new items placed in the folder would
replicate immediately, but I never got any of the old items to replicate.
Finally created a duplicate PF, copied all the items, verified that
replication was happening properly, then whacked the old PF and renamed the
new one.
I did an extensive web search and ran into about 6 other identical cases. No
one had found a fix. I posted to the MS newsgroups and got no answers. I
debated burning a call to PSS, but since it was my test lab and the result
of a restored priv and pub db, and I was busy with lots of other stuff, I
decided to pass on that.
It was definitely not the permissions issue in this case. There's something
else going on with PF replication. If it happens to me during my production
move, I will call PSS...
