If you're just testing mailbox restores, have you tried creating a recovery storage group and restoring to that?
Otherwise, I'd setup a DC the matches your forest and domain name, install E2K3 with the same org name, then restore to that. You can do this on a standalone box using VMWare for your Exchange 2003 "machine".
