I have been receiving this problem more and more now and all of them are to .ca domains. All the .com domains have been fine. What do you think?

I went through it but couldn't find anything. If anything it will be on the exchange side because the problem originated from another user. We are on exchange 2003. The only thing that has changed is that I run the exchange 2003 security policy on the GPO and moved the server to the new GPO.
