Jumping in late here, I would take a look at Mdaemon (http://www.altn.com). We are running it here for our volunteer staff of about two thousand. It scales great, you buy what you need. It's great for Pop and for Web based access, etc. We have been using it for the last 6 years and other than for upgrades have never had an issue with it. You can buy as little as 6 licenses all the way to unlimited licenses. Happy hunting.
