Probably a mailing list would be something that could help you.

Reddfish makes a mailing list product that works on Exchange and utilizes
Exchange DLs.

I was hoping there was a better way. I would think some sort of non-user
email tracking system would have been put together, as we've had these kind
of accounts for ages.
