Up until E2K3 SP1, one could at least resign themselves to the fact that
things are what they are and the upgrade just keeps those things in place.
With SP1 you can now do what I'm going to coin a 'limited green field
migration' where you upgrade an existing Org to Exchange 2003 and then using
the SP1 move tools consolidate administrative groups and servers into as few
as possible by bringing up new/replacement servers in the main admin group
and moving users between admin groups to them during the upgrade process. 

I understand companies not playing well together and using address book
views (or the E2K3 equivalent) you can give them their own GAL views.
With E2K3 you can even give them their own databases and storage groups (and
limit the PF hierarchy so each group can only see their own.

Difficult to consolidate IT infrastructures when each group is trying to
piss in the other's Cheerios, but to the extent you can cachieve that
through brute force, the cost of the contest is defrayed from an IT
standpoint.
