No, it is just outlook. In this case, there is no intermediary (like an
exchange server) involved.

here is a copy of the error the server gets (I x'ed out the actual server
names)and the 1000 times thing is a result of outlook attempting to send the
same message over and over again, even after it has been told the message
exceeds the fixed size.

Just so I understand, the sendmail admin is upset that when a client
receives a non-permanent error it doesn't treat it as a permanent error?
Why would his server be configured not to permanently reject a message it
has no intention of ever accepting delivery for?

BTW I believe the use of NDR in this instance is semantically incorrect as
this appears to be a discussion of SMTP error codes, not non-delivery
reports.
