Better if GC replicate over the link than the Exchange servers hammering the
link whenever they need to contact a GC.

I am concerned with the GCs replicating over the link and having to possibly
have another DC in place to host the GC. Cost maybe being an issue there.

Exchange 200x needs to communicate with GCs. If you're planning to install
Exchange into the remote site, it would seem to make more sense for it to
communicate with one in the site rather than over a satellite link for each
directory lookup it wants to do.
