Hosts or Lmhosts would be fine.

April - were you able to ping "exch3" after adding it to the hosts file? If
not, then you messed something with the Hosts file itself (maybe it got
saved with a .txt or .sam extension?)

I actually had this same problem. My fix for it was to add the Exchange
server to the LMHosts file. For some reason WINS would not work throught the
VPN. Since you can ping using the FQDN and by IP address I would think that
it is related to WINS somehow.
