check the event log on the server that generates the OAB, see if you see any warnings or errors pertaining to the generation of the OAB (I think it's under the source MSExchangeSA, but I'm not sure). It might be that your OAB generation is broken and the copy that's in the public folder is also broken, hence no one able to download it anymore. The simple fix that I can think of is to delete the OABv2 folder and then regenerate the OAB.
