If I understand correctly you are trying to send email for the users to an external email address. So you:
Create a contact in AD. Assign the Contact the external (bellsouth) email address. Under Exchange settings you forward email to the contact. Therefore if anyone sends email to your domain user it gets sent to the contact email addy. If they send to the contact it also goes to the external email. Does that sound like what you are shooting for? In your users outlook you have them setup with 2 accounts one for the Exchange server (default) and one for the POP3 account, and then messages pulled from the pop3 account are placed in the Exchange mailbox. If my understanding is correct you should be getting emails to the external accounts. In kind of a round about way but getting there all the same. Any reason you would not let all internal mail route using the normal AD user and keeping it on the Exchange server? Then only use the external addresses for external users to route mail to your internal users? Just curious. But to answer your question yes your mail should be working not getting bounced.
