It could be related to the Domain Controller Security Policy... Just a guess.

Just created new user in the appropriate OU. The Exchange server is actually a DC. (I know there are several discussions about if this is a good idea or not but either way that is the current setup). Very simple setup 1 server and at this point 1 mailbox located on that server obviously since it is the only server. As I said before it is an out of box setup, no connectors, no other SMTP virtual servers just the default. Or is it outbound emails? Exchange 2003, Server standard 2003. It does the same thing with or without Exchange sp1. I can telnet to the server by hand and it responds on port 25. From the logs (that I can understand) the server responds fine and the mail connects but then it just sits there and doesn't actually accept the mail. I have rebuilt the server twice, uninstalled and reinstalled exchange 4 or 5 times. I am not running anything special. Only 1 server in the organization, it is an out of the box install.
