It could be related to the Domain Controller Security Policy... Just a
guess.

Have not moved any objects at all.  Just created new user in the appropriate
OU.  The Exchange server is actually a DC.  (I know there are several
discussions about if this is a good idea or not but either way that is the
current setup).  To answer your question yes it is a member of the Domain
Exchange Servers group.

Have you moved any objects in the AD from the OU where they used to belong?

Also is the Exchange server's machine account still a member of the Domain
Exchange Servers group?

Only one server, no front or back.  Very simple setup 1 server and at this
point 1 mailbox located on that server obviously since it is the only
server.  As I said before it is an out of box setup, no connectors, no other
SMTP virtual servers just the default.  All checks and settings are default.

It is inbound email.  At this point I only have 1 email address and 1
recipient.  I did run the clean up agent but not sure if it did anything at
all.

So is the issue inbound emails are not being delivered to the recipients? Or
is it outbound emails? 

If it is inbound, you may want to run the mailbox cleanup to make sure that
the mailboxes are all associated correctly.

Yes Sorry.  Exchange 2003, Server standard 2003.  It does the same thing
with or without Exchange sp1.

I can telnet to the server by hand and it responds on port 25.  From the
logs (that I can understand) the server responds fine and the mail connects
but then it just sits there and doesn't actually accept the mail.

I have rebuilt the server twice, uninstalled and reinstalled exchange 4 or 5
times.  I am not running anything special.  Only 1 server in the
organization, it is an out of the box install.  All defaults.
