You can still delegate ownership (or manager) of a Group/DL under AD.
The difference being that you use Windows 2003/ADUC "Active Directory
Users and Computers" to administer the groups and delegate the
permissions now instead of the Exchange tools as in 5.5.

I am in the process of migrating to Exchange 2003 from Exchange 5.5,
using a co-existence strategy with an already native AD 2000.

My question is about Outlook management of Distribution Lists in
Exchange 5.5.  In our 5.5 environment we have a lot of DLS that exist
solely for the purpose of projects, the membership of these DLs have
traditonally been managed by project leads using the Outlook address
book.  When the DLs are turned into UDG should they still be able to
manage those memberships?  

I know DLs for public folder permissions we will have to be USG to
inheret the ACLS, and delegation will happen based on the OU, but if the
Project DLs remain as UDG will they still be able to manage the members?
