Ill second the Packeteer solution, but it does so much more than that. With a little bit of monitoring you can put any "bad" webtraffic you dont want (I use it for napster, ICQ, AOL, Kazaa, etc) and it does a great job of letting you know what else is going on. You might find more things that management doesnt want getting set up.
