That's one of the reasons my PST system works pretty well for me. It's
not an easy system for the end users. It shifts a substantial amount of
the pain to them, which encourages them to be more selective about what
they keep. It does have the functionality they want, but it doesn't
blithely store gigs of mail, either. I just recently saved a 1.9 gig PST
by copying it, splitting it into smaller PSTs, and giving it back to the
end user, after some "encouraging words" about mail management. My first
statement to him was "1.9 gig? Ouch. You've probably lost everything in
there." Getting it all back was a serious relief for him.
Oh; btw; the user was our CFO... 
Dean's right. There will always be a need for selective alternative mail
storage. Sounds like a screaming need for a 3rd party product that does
it properly... Ah; but then EVERYONE would want to store all their own
mail... :-)
