The latter method you describe is now the current vogue, I believe, because
it should be a lot faster.

1.  Restart with blank database.
2.  Restore old database to recovery storage group.
3.  Switch stores.
4.  Exmerge "new" store content back into old.

True, as long as you can live with the long Exmerge time associated with
moving that much data (from the old production databases mounted in the
Recovery Storage Group). For no down-time, that's the way to go.
However, you could also simply switch the dial-tone DB's to the recovery
storage group to do the exmerge if need be. And then once the restored DB's
are mounted, exmerge back in the data from the dial-tones.
In any case, I agree that for the least amount of downtime (which in any of
these scenarios is minimal) you would exmerge from the restored DB's in the
recovery storage group.

is that you can only exmerge a database that is mounted, which means users
are online accessing the dial-tone database most likely while you are
running exmerge.  In that design there is the risk that you will lose some
data that has changed between doing the exmerge on an individual mailbox
before you get a chance to bringing the server offline to replace the dbs
with the restored ones.

Generally the best option is to take the mail that your have restored in the
recovery group and use the tools that come with the Exchange 2003 SP1 to
import the mail into your live dial-tone database.  This way you avoid that
risk of losing data.

Generally those would be Exmerged out, and then Exmerged back in to the
freshly moved databases (which are obviously much larger).
