Are you running Symantec Corporate V9 AV if so you may want to check out
doc 2004052415562048. I ran into a similar situation you are describing
when I recently upgraded from V8 to V9. Mail would not flow across the
STMP virtual servers and I was getting "451" and "semaphore timeout"
errors.

Since you are running sp1, you may have to look at your windows firewall
configuration. Firewall is a big thing in sp1. Also, I believe there are
issues with exchange 2003 with windows 2003 sp1. But first, I would turn
the windows firewall turn off first and start sending email to the
exchange 2003 server. If it works, you'll know that the firewall was the
problem. Hope that helps. Please let us know what you find out.

I built a second exchange 2003 server in my site, and for about 3 months

everything functioned fine. Now all of a sudden, any mail in the queue
to my other Exchange 2003 server just sits there. Nothing has changed on
the server. It can recieve mail from the server but not reply\send to
it. It can send\recieve fine with the Exchange 5.5 servers. We are in
mixed-mode.

I checked message tracking and the last entry is:
smtp: started outbound transfer of message message transfered to
kbc-mail1.kbc.kaobrands.net through smtp
smtp: started outbound transfer of message
smtp: message submitted to advanced queuing

There is 4 sets of this in a row which I assume is the server making
multiple delivery attempts

I then wanted to check the smtp logs to see why it was failing but smtp
logging is not turned on.

Turned it on in the smtp properties and selected everything I want
logged.

Stopped and started the SMTP service.

The weird thing is it still will not log. No SMTPSVC1 folder is created
even though I have generated multiple messages since then.

Any ideas? Corrupt smtp service? Both servers are running SP1.

PS Nothing in the Event Log. All informational messages only in the app
log.
