One thing you might try is exporting the account, using ldifde, of this
person as well as one of the people who works fine.  Compare the two and
see what is different.  Maybe this will help.

Yes they all have x400 addresses setup by default I assume and yes the
account is resolved with exchange (underlined). Since we only recently
made the switch there is basic settings only. The previous 5.5 had
nothing special as well. 

I know it must have something to do with the account but I can not find
it. I am tempted to just delete the entire account mailbox and login and
re-set it up. Only reason I don't is next time I it may be an account of
someone who would not accept that for a solutions.

Any other ideas?

So we know that this problem is just with the users account (you said
that you could setup another account on the same laptop and it works
great).  So this means, to me, that it is not the laptop or the Outlook
installation.  It also means that it is not a firewall issue. 

I will assume that this users account is resolved in the Outlook setup
wizard (ie both the server and his/her mailbox name get underlined)?
Doing so, is there any sign that there are delivery restrictions for
this user either on his/her account or in some recipient policy?

Do they have an X.400/X.500 address associated with their account? If
not, I have seen this cause delivery problems.

No it hangs like you would if you had no contact with Exchange, after 1
or 2 minutes you get retry, work offline, cancel.
