I have been googling "Delegation Wizard" and "Send As" and it seems to
be a common problem.  I'm not saying I didn't do anything wrong during
the delegation, but I do know the group didn't exist nor did either of
the users in the group prior to the migration away for 5.5.

That group has rights it shouldn't have.  I can't tell you what you have
configured wrong, but perhaps that group might have had elevated rights
(like Service Account Admin.) in your prior Exchange 5.5 site and those
got carried over.

I delegated OU Administration for one of my User Organization Units to a
group.

Since that time anyone who is a member of the group can "Send As" anyone
else in the delegated OU.

I can go mailbox by mailbox and deny "Send As", but that is a pain.  I
tried to adjust the security at the OU level, but "Send As" isn't an
option at that level.

Anyone have an idea how to block this unanticipated inheritance?  I can
use dsrevoke to remove the group and start over if need be, but I don't
recall seeing anything in the wizard that appeared to be related to
exchange permissions when I ran the delegation to begin with.
